You pay two things, and your invoice shows them separately: a fixed monthly dashboard fee for your plan, and WhatsApp messages at the rate Meta charges for each one delivered.

WhatsApp message rates
Meta charges per delivered template message, by message category and the customer's country. We pass these rates through. Replies inside the 24-hour customer service window are free from Meta.
The current Meta rate card hasn't been published here yet. Messages are always billed at the rate Meta charges; you'll see each one itemised in Billing.
